What is incorporation (incorporating the townlike Carmel and Palo Alto) and how does it benefit people?

I want to know more about what happens after incorporation (not the business) and the effect it has on the socioeconomic background. Like Carmel and Palo Alto both of which were incorporated in the 1910s. Is it tru about incorporation that the rich gets richer, while the poor get poorer. And those who lived in incorporated land get thrown out because they cant afford the price tag?

1. big plus to incorporation is you don't get gobbled up by neighboring towns. indeed, you can expand your borders to include unincorporated areas (and subsequently tax the citizens).
